Since 2001 Mr. Smith has been responsible for the oversight and administration of pre-submission and pre-award processes as these relate to federal and private grant pursuits by ACHRI. These processes include budget review, form completion, and subcontract negotiation. Mr. Smith provides data on the number of submissions by and awards to ACHRI researchers and identifies funding trends by grant-making federal agencies for administrative reports to ACHRI board members. He also projects facilities and administrative revenues from grant awards and assists with preparation of the Institute’s budget. Mr. Smith supervises the administrative operation of ACHRI’s intramural programs. Recently, Mr. Smith coordinated and established ACHRI’s capability to submit federal grant applications electronically. He participates in a post-award processes committee that ACHRI has established with the University of Arkansas for Medical Sciences. Mr. Smith has assembled the policies regarding subcontracts and subawards issued by the Institute.

Prior to joining ACHRI’s administrative staff, Mr. Smith was the administrator of the Pulmonary and Critical Care Section at UAMS where he managed clinical and research personnel for six years. He was the business manager of a solid and hazardous waste management consulting group for four years. Mr. Smith earned a Bachelor of Science in Business Administration from the University of Arkansas at Monticello, and he is recognized by the Research Administrators Certification Council as a Certified Research Administrator.
